Ministry of Expatriates’ Welfare and Overseas Employment
Overseas employment is a very important aspect of the socio-economic life of Bangladesh. Overseas employment not only reduces unemployment of the country but also enriches the economy of the country with the remittances sent by the migrant workers working abroad. After the independence of the country under the leadership of Bangabandhu Shekh Muzibur Rahman, the Father of the nation, it starts diplomatic initiatives and made consensus for overseas employment with the Muslim countries of the Middle East in order to recover the war-tone economy of Bangladesh. In continuation of that initiative, Bangladeshi workers began to be employed in the Middle-Eastern countries during the mid- seventies. So far Bangladesh has sent nearly 9 million workers in 160 countries of the world. To provide more emphasis to the overseas employment sector, Bangladesh Government has established a separate ministry named the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) on 20 December 2001. The main objective of the Ministry is to ensure the welfare of the expatriate workers and the enhancement of overseas employment with a principle of equal opportunity for the people of all areas of the country. To that end, the Ministry is responsible for formulating policies, plans, enacting laws, rules, and regulations, developing projects, programs and monitoring relating to the management of overseas employment as well as the overall welfare of expatriate workers. The Ministry of Expatriates’ Welfare and Overseas Employment is situated at 71-72, Old Elephant Road, Eskaton Garden, Dhaka-1000. It comprises seven Wings namely:
- Administration and Finance
- Mission and Welfare
- Overseas Employment
- Organization Administration
- Planning and Development
- Monitoring and Enforcement and
- Training.
Implementation of the policy, planning, and programs of the Government relating to the management of overseas employment are being carried out by its Directorate/Department (?) named Bureau of Manpower, Employment and Training (BMET) with 45 District Manpower Offices (DMOs) under it. The Ministry is also being supported by the Probashi Kalyan Bank (PKB), Bangladesh Overseas Employment Services Limited (BOESL), and Wage Earner’s Welfare Fund (WEWF).
